I believe the answer is: authoritarian
Authoritarian government would rule its people with ironclad laws, and would not fear to publicly punish or execute all people that dare to challenge them.
The leaders of this type of government tend to be appointed to rule for life and the citizens had no influence whatsoever in choosing the type of politicians that would run the country.
