Momentum = (mass) x (speed)

  33 kg-m/s = (3 kg) x (speed)

Divide each side by  3 kg :

   (33 kg-m/s) / (3 kg) = speed

         11 m/s                = speed

(You asked for velocity, but didn't give us any information about the direction
