The Civilian Conservation Corpse is a joint effort on the part of the Morticians of America (MoA) and Federal Food and Drug Administration (FDA). Talmage's opinion on the program was that Corpses did not need to be conserved, and would be better served if they could be buried without being embalmed or conserved.
