distribute 4 through the parentheses (do 3 and -4 as well)

28x-4=6x+3-4x-24

collect like terms

28x-4=2x+3-24 --> 28x-4=2x-21

move the variable

28x-2x-4=-21

collect like terms

26x=-21+4 --> 26x=-17

then divide
